It is able to receive calls and dialing out but the home phone won't ring.

If everything works normal (can dial out and receive call), except home phone does not ring for incoming call.

Please check:
1) Make sure your home phone's ringer volume is not off.
2) When there is an incoming call, your cell phone should ring as well.
    Also, you should see incoming call show up in your cell phone screen.
    If not, it may be your mobile network issue.
    The incoming call never reach to your cell phone.
 
If you confirm your cell phone does receive incoming call but your home phone/cell2jack does not ring.
Please change below 3 parameters to max in cell2jack's setting:   

1) "Ring strength" to max (press 21# from home phone keypad while off hook)
2) "hook detection" to max (press 33# from home phone keypad while off hook)
3) "off hook voltage" to max (press 73# from home phone keypad while off hook)
After setting change, wait couple minute then test again.
4) Make sure your "Robot call blocker" function is off (in Cell2Jack's setting).
